 To reduce toxic emissions from vehicle exhausts, especially the old ones, the government decided to stop importing second-hand vehicles, and imposed an excise tax depending on the vehicle’s age, as the tax value increases when the date of manufacture is below 2011, to reduce emissions by 80% by the end of 2021. Car dealers in Ulan Bator pointed out that they have been importing cars made in Japan since 2015 and above, adding that Mongolians tend to buy modern cars, especially at the time of festivals. According to a study conducted by the Japan International Cooperation Agency (JICA) in Mongolia, that 22.3 % of sulfur dioxide in the air is caused by exhaust fumes from cars older than 10 years, and 8.7 % from the combustion of fuel houses.
